More stability, but less traction. When you lean a lowered board over in a turn, it pushes sideways on the wheels compared to a high (top-mount) board which pushes down on the wheels. Top-mounts grip more, which is why people use them.

What Fitz is talking about is this: Both inner and outer lips are high, and the wheels wear most in line with the bearings. If you turn hard but don't slide your wheels will look like this.

The roads? well, you have a choice between ludicrously steep going directly into a "T" intersection with no time to stop. huge with lots of traffic. Pretty good but the road itself is TERRIBLE and non existent... so, thar ya go. there are some good hills around here, but nothing that great, the one that are ridable are very short...
