Give the 86a 4 prez a go.
every wheel should shutdown.. but maybe something halfway between grip like a vice and slide which would be 83a but downhill wears away your edges anyways so you should be able to slide unless you've only had a 2m run or something spastic.
would my otang in heats work ? although they are pretty coned

not if they are super coned. a little cone is al good but the grip comes from the lip and the contact patch of the wheel.
My suggestion is- get a wheel you are going to slide and get a wheel you are going to grip and keep it at that.
If you have already slid your in-heats, then use them for sliding and get a 'race' wheel.
I also hear venom cannibals are very fast.
so id keep my otangs on a freeride board , and im thinking an evo with like monster hawgs ? i used to have a set and they gripped really well . thanks alot man

Learn to footbrake and you can preserve those sharp lips on your super grippy wheels. If you're confronted with the situation where you really need to shutdown, any wheel will slide.
i am reccomending them on the specs of the wheel and reviews i have heard, supposedly the fastest and grippiest wheel going around and you can stop anywheel with a shut down slide, i have seen footage of dudes sliding them fine, kinda seems like the perfect wheel if you want loads of grip
