Need good mini cruiser/shortboard for Buenas Aires

Hey guys. My brother (Rhys) is currently in Buenas Aires (Argentina) and is looking for a small board that would be good for
-maneuverability
-commuting
-Ollieing (gutters and stuff)

So buenas aires is a crowded city and rhys needs to get around but at the same time be able to dodge cars,bikes and people and be able to ollie, so a nice kick tail.
Any thoughts on what board he should get?
