Sand off all the existing paint on them using a fairly course sand paper and keep moving down to smaller grit stuff. Take the axles/kingpin, spraypaint a few coats and then a layer of clear. It's what i'd do.
i painted my bears its probably good to do what jake said, but i only sanded down lightly and didnt even clear coat, they came out pretty good, just use good paint otherwise it will peel off, but mask the axles where the wheels screw on and the bottom of the hangar where it pivots in that cup thing on the baseplate.
conrad made a good point about masking the axles, otherwise you will just get the paint potentially coming off and into your bearings as soon as you chuck the wheels back on
if you paint them they will go faster because it adds more weight to your setup. thats what all the pros secretly do and is why they are so good.
if you want the paint to last and look great get them powder coated.. but if you sand enough and use a decent quality paint they should turn out decent and last a while ... remember to do a few clear coats after the paint
i heard they use lead based paint for extra weight-speed......preferably red.
