Now i'm just spit ballin, but i THINK this may be one of the Rayne boards used in Long Treks on Skate Decks, so perhaps they flipped the wheels to make the width narrower to avoid a foot hitting the wheel while pushing??

still doesn't answer why, but I think Mr Pascoe may be right, cause edge of the board is flat on the ground in line with the wheels
most pushing boards are pretty narror for better foot clearance so it would be logical to have a narrower wheel/truck combo as well. most good all round trucks are 180mm so you just flip the wheels to compensate
