I had Jonno make me a custom bag to fit my luge and it turned out perfect, everything fits in snug and it's tough as nails. As the label says - 100% sweat shop free.

I hope I didn't sound arsey, I just get a lot of 'Oh I got a snowboard bag on eBay for £30' in my UK/US correspondence (not Europe though, they just say thanks and it was worth it!) and it is hard to keep explaining the realities of modern day production! It costs $65 USD for me to post 1 bag to England...Never mind the cost of the product!
I would love to make the actual bag you need, please contact me on decenthardware@gmail.com with your suggestions, if I can make exactly what is needed and ship a good number at once (cargo) then I can sell at a lower price.
And yes, the extra straps are to attach to the D rings and use as a waist band to take the weight of your shoulders or keep it stable on a bike. All new extendable bags have a zip away pocket for the straps now, so no flapping about. Trying to evolve and improve!

Put wheels on the bottom (like a golf bag) make it AN AFFORDABLE PRICE and you have yourself a deal... (not saying your prices arent affordable im just changing my previous sentance) i would much rather support the skate industry and allow companies like this to grow... i realize the thought of having such a product for such a small amount is pretty unlikely but hey we can all dream can't we?
If you want help in designing such a bag let me know, i know exactly what i need and im sure that could cater to a lot of downhill skateboarders world wide. There is a market here ready to be cracked...
