Biilycarts? billycarts? very old hat, ban them all!! wheelie bins, now that's the way forward; you ask the guarda civil in Alicante Spain. A few years ago we (alcoholic bartender skater bums) raced down the winding road around Santa Barbara castle in Alicante; at the bottom were 2 very bemused guarda civil officers (local police type blokes) mainly bemused as we had sealed the lid of wheelie bins and cut a cockpit in it, removed the front wheels and inserted "billycart" steering set up and put HUGE bike wheels on an axle at the back.
Inside you fill it with foam so whenever it all goes tits up you just tuck into the bin and hope.
At the bottom a very god Spanish friend helped us out with a handful of 50 Euro notes....Spain the country where money speaks; thank God...just thought I'd share

They have a lever which you push forward to go one direction or pull back to turn the opposite direction. Not sure if they have a breaking system.
