This originated from europe when people used to skate across totally flat lakes (frozen of course). The sled had metal blades like ice skates on roids.
They used to call it skeleton luge then it developed into skullboarding once they started riding luge.
I'd love to try it.
You actually brake by arching your shoulders back making the belly of the deck scrub out a rubber pad onto the road.

so are you saying you have to hump the deck to brake? that would be an interesting feeling at 100kph.
