Lots of practice, power tools and common sense. If power tools are limited I have head of dudes putting grip tape on a length of drain pipe and sanding them with that.

Adam,

Another idea for the  wheels wells is fit the trucks and wheels,

double sided tape the sand paper onto the wheel,

crank the truck over to full turn with a clamp,

then spiin the wheel with cordless drill

and belt setup.

Thanks mike. Bear the washers are sexy. Or maÿbe one confused. Ha. The Bennett's are SOOO turny. I'll play with it like that for a bit then try it as a mini long board with a set of 195's on it.
