its mostly for slalom to stop the tail from drifting, all the weight is on the front foot to hold grip and because the front truck turns a lot you can run the harder duro without loss of traction.
doing it for downhill is kinda different, the idea is the same that your tail will hold more traction but its a desired choice, personally i like the feeling of all 4 wheels holding the same amount of traction as you should be having your weight centred, and since i have both trucks turning at the same angle you get different wear patterns on different parts of your wheels depending on how you turn/drift/slide
