Fibreglass helmets are fine to paint, it's the plastic helmets which can be effected by the chemicals in the paint. You can reduce the effect of the paint on plastic by using a primer, like a Hi-Build, but even so there is still the chance that the surface will be effected.

Fibreglass helmets will either be an epoxy or polyester/vynilester, so you'll have to "key"/sand the surface really well so the primer can stick to the surface, then it can be sanded and painted. One tip: don't use an "etch primer" on either the fibreglass or plastic helmets, the risk of damaging the surface is a strong possibility.
