I'm Thinking about getting otang 4 president 70mm 83a's. any suggestions for other wheels.

defiantly not the best for sliding.
very large contact patch and sharp edges.

In the orgagatang range you are better off going for stimulus or balut.

But there are tonnes of options out there other than otangs. 

Get Abec 11.

i used vault wheels the black and red tie die ones there very icy with no hookup so you lust keep sliding unless you pull the board back in your self

get some abec 11 81 classic thane zig zag for the best sliding. it might take a few slides to wear in but after that they are really good and slidy. but if you want to slide straight away, some abec 11 freerides are good or orangatang stimulus are also good because they slide straight out of the packet!

4presidents are great once u break them in. i started with 86as 4presidents and they had really nice icy slides.i also recommend seismic landslides 83a or bootlegs which are the same just smaller. i currently ride them and they are icy and controllable and leave nice blue thane.

rainskates mega-tsunami, affordable, rounded lips are good for initiating and centerset core means you can flip them

But what if i'm wanting to slide as well as downhill?

look at the abec 11 range.

Generally for dh you want a grippy wheel, and for sliding you want a slidey wheel. No wheel is going to be good at both, unless you mean tech dh with predrifts and stuff, which it doesnt sound like you are.
